U.S. Citizens and Legal Permanent Residents (LPR) may file immigrant petitions for their family members to live in the USA. For U.S. Citizens immediate family members (spouses, minor children and parents) there are no quotas. For other relatives of US Citizens such as children over 21 years old, married or unmarried, sisters and brothers, and LPR spouses, minor children, and children over 21 there are quotas so they have to wait for their priority date to become current.
